Where to record a disability

In several Census records I have found people with a disability such as blindness.

Where is best to record this information for the individuals concerned?

When I asked this question as part of a thread requesting ideas for the next version of Gedcom Census some people suggested they would leave it in the source text or the local note to the census event. Others felt that the Physical Description attribute would be the best place for it and this does seem like a good idea to me. It needs to be dated and there should be a citation to the census source.

I had done a forum search for 'disability' but it hadn't occurred to me to search for 'Blind'.
