When Editing a Multimedia item I have to 'Check' the two boxes, 'Exclude from Diagram and Reports' for most of the items (B.M.D certs, Census downloads and various other
Multimedia items not required to be displayed in Charts etc.
Please change the Boxes so that I have to 'Select' to include the Multimedia item in the charts.

The danger with this is basic users, who simply add photographs, will not want this.

Also as your Certs and Census images should be against sources and not individuals they will never show on Charts anyway.

An alternative to adding (for example) certificates to sources is to add them to the event using the camera button on the Facts tab.

I too mainly link Source Records to Multimedia BMD & Census Record files, and have to tick Exclude from Diagrams and Exclude from Reports every time. FH4 could have a Tools > Preferences > Multimedia tab that allowed these two tick options and the Use Note as Caption option to be customized to default values.

If you are attaching Media to sources, so a Birth Certificate belongs to a Source it will not show on diagrams or Reports (for reports it will show with the sources, but can be turned off in options) I am still at a bit of a loss as to why anyone would want to link a source image to an Individual.
