Is there any real difference in recording Burial dates and grave photos with grave transcripts in only the Burial fact or should the Grave fact be used for the grave photos with grave transcripts. I can't see any advantage to utilising both facts.

A significant difference is that the Burial Fact is a Standard GEDCOM Event, whereas the Grave Location Fact is a Custom 'Death_or_Burial1' Attribute.

Thus, if you export your data, the Burial Event should be supported by any GEDCOM compliant software, whereas the Grave Location Attribute may not be supported or may require the Custom Fact to be defined.
