A new download has appeared - Extended Web Search facility - which is identical to the existing standard.fhi file for FH v3 and provides nothing extra.
However, if you have FH v3.1 and you follow the instructions you will delete the new v3.1 standard.fhi file which is an improvement over the old one, so in other words for FH v3.1 users downloading this file is a downgrade to your system not an improvement.
Has the wrong file been uploaded here?

It's not one of mine, Marmine uploaded it.
I suspect it has some extra options in it somewhere. Hopefully they will be back later to shed some light on the problem.

I must be missing something since I downloaded it, compared it with my current standard.fhi file and found loads of differences and the number of websites supported went from 28 to 62. That's an upgrade in my book!
I have V3.1 upgraded online from a CD of v3.0.
The changes are as follows:
1837online changed to findmypast
FamilySearch and IGI combined
Templates added to the some sites
and loads of new sites covering Australia, Regional genealogy groups, UK libraries and archive centers.

Sorry John, Anonymous updated the download once MarkB noticed the problem. I updated the Download text, but forgot about this thread.
