Absent Voters Lists

I know that AVLs were generated for the 1918 and 1945 general elections but was this done specially for those post-war elections, or were AVLs generated for all general and local elections?

My understanding is they were solely for the wars.

Note though that their survival is patchy and that they take two forms; one which contains useful data (regimental number, unit, etc) and which is appendix to the main electoral register, the second which is merely an annotation 'A' on the main electoral register and provides no other information.
