Is it possible to apply the full diagram setup details [e.g. row colours, details, etc] to another diagram in a different project so as to short cut the whole diagram setup?

Diagram settings apply globally to all Projects.
It is advisable to use the Diagram > Save Diagram As > Custom Diagram Type command to save the custom settings and keep the standard Diagrams at their default settings. The custom Diagram type settings can be further modified as necessary or saved as other Diagram Types.
BTW: The same goes for most custom settings for Reports, Queries, Fact Sets, etc, etc.
