Ah, then I have misunderstood the role definition. Having spent many years assessing evidence and preparing documents for criminal proceeding though, it still seems odd to me, although I can now see the difference.
I must admit that I have never used the witness role in the way you describe in my projects. To evidence relationships, I simply cite the sources that support those presumptions against the individuals involved, and examination of the sources that are cited discloses the evidence.
I now see the difference, thank you, albeit I think I would personally have difficulty altering my approach!

Original poster back, after a pause. I tried adding witnesses to birth records, and the sources to the witnesses of the births. It seemed a bit long compared with what I had been doing, which was adding sources for the parental relationship as sources at gedcom level 1. Just importing a gedcom from my current program works reasonably well. The relationship sources show up quite prominently as "whole record" sources.

It depends on how pedantic you are about what the Source Citation is confirming.
A Citation on the whole record of the child could be confirming anything about the person, i.e. their Name, Sex, etc.
Also, it is only visible from the child's record and not the mother's record.
A Citation on the Fact Witness for the Role: Mother is specifically for that child ~ mother relationship and is easily visible from both the child's record and the mother's record.
BTW: You have some cleaning up to do for the GODC tags which have broken links to other Individual records.
My suspicion is that they are Godchild relationships.
If so then I suspect they could become Fact Witnesses with the Role: Godparent on Baptism events of the children.
