Dear Mike,
I have encountered some strange file-writing behaviour whilst using the unpublished version (4.3.2) of Export GEDCOM. If I write the plugin's output file to FH7\project_name\Public\Export\ the file is written, but subsequent runs to that directory do not replace the earlier output file. In order to use that directory I have to delete the earlier file either with the file explorer or by using the "Empty Export Folder" button on your plug-in.
If I redirect the output to some other directory the problem doesn't arise and the write operation works as expected — that is, the earlier version of the output GEDCOM is overwritten.
The FH7\project_name\Public\Export\ directory is not marked read-only, nor is the output GEDCOM. I have tested this with all other programs which might be looking at that directory closed — that is, only Family Historian 7.02 is open.
I do not recollect this behaviour with Export GEDCOM v. 4.3. I should also report that two other users of 4.3.2 have had no problem with it, but I do not know whether they were using the Export directory.
Since I am using an outpput directory which skirts the problem there's nothing impeding my use of the plugin, so my operations are continuing. My usual output is for GedSite and the two programs seem to be working well together. GedSite is under revision for compatibility with FH7 and John Cardinal has made great progress.

The parts of the Plugin that write GEDCOM files have not changed for months if not years.
I cannot imagine what would make the behaviour for that one directory different.
It is nothing to do with any read-only characteristic as that would prevent the initial GEDCOM from being written.
Are there any unusual characters perhaps with accents in your Project name?
If you revert the Plugin to use that Export directory, and use Export mode for other products, what happens to those GEDCOM?
