Export Gedcom File ~ Preferred Media

The recent thread V6.2.2 Export GEDCOM error message (14062) raises an issue with identifying the preferred Media image, which in TNG is identified with a _PRIM tag, and in FTM with a _PHOTO tag.

Currently, the FH Individual Media with Pref 1 is unconditionally exported with the _PRIM/_PHOTO tag.
i.e. The 1st image on the Media tab is assumed to be the preferred Media image.

BUT, what if that Pref 1 image has the Exclude from Diagrams option ticked?
It does not appear in the Focus Window nor in the Diagram Box for that Individual.
So should that be taken into account when identifying the preferred Media image?
Should the _PRIM/_PHOTO tag only apply to the highest Pref image without Exclude from Diagrams ticked?

Could TNG and FTM users respond with their opinions please.

BTW:
Does anyone know if TNG differentiates between Gedcom 5.5 and Gedcom Draft 5.5.1 regarding Media FILE & FORM tags?
In Gedcom 5.5 both tags are siblings on the same level:
1 FILE <file-path>
1 FORM <format>
In Gedcom Draft 5.5.1 one tag is subsidiary to the other on nested levels:
1 FILE <file-path>
2 FORM <format>
In V2.6 the Plugin changed from the former to the latter, but I cannot remember why.
You can experiment with the alternatives via the Extra Options tab, Media Format %d Form option lower right.

These and a few other minor changes have been added to the Export Gedcom File Plugin Version 2.9 Date 09 Sep 2016 that is now in the Plugin Store.
