Is there a way to obtain a list of Name Only Individuals, IE, those people entered via AS and Names Only and have no Individual Record ID?

Yes, in the Witness reporting (11976) thread you will find the ATTACHMENT Plugin to List Name Only Witnesses.
Alternatively, a custom Fact Query with a similar name would work.
Add a couple of Columns tab items for Witness 1 as %FACT._SHAN[1]% and Witness 2 as %FACT._SHAN[2]%.
The Rows filter would be Exclude if %FACT._SHAN[1]% is null.
