FYI: Those odd looking character sequences ( & < &gt: ) are HTML web page encodings for the displayed characters & < > respectively, which have special HTML meanings unless encoded in that odd way.
It is not clear why TribalPages has chosen to use those encodings for GEDCOM data though.

The remaining Date Phrases you mention are obviously not valid Dates.
They must either remain as Date Phrases or perhaps transferred to the Note field.
Unless you can interpret them another way.
e.g. (DECEASED) may be able to become a Death Event with a Date field of Before or After some Date.
