Create a custom family query with columns Family, Marriage Date, Marriage Place, Then apply two row filters
Add Unless Marriage Date is null
Add Unless Marriage Place is null

Running gives you all families with a date or a place or both.

David's suggestion will work.
But if you want something ready made look at fhugdownloads:contents:query_all_facts_filter_by_date_label_or_text|> Query:Fact ~ All Facts Filter by Date, Label, or Text.

The All Facts Filter by Label Query lists every Marriage if you enter that Label.
It does not filter by Date or Place but I suspect very few Marriages have neither.

However, it can be easily customised to add Date and Place filters with a modified Marriage Fact filter:
Add unless %FACT.DATE% is null
Add unless %FACT.PLAC% is null
Exclude unless =FactLabel(%FACT%) matches 'Marriage'
