How can I get the ID of an individual person into a family-type query? I tried:
=RecordId(%INDI.~FATH>%),
but that does not work with family-type queries.

Obivously to get the ID in a family query you need to start from a family rather than an INDI record.
As usual the best way to do this is to use the data reference files list pick the route information and then wrap the function around it.
So
%FAM.HUSB> returns the husband, therefore
=RecordId(%FAM.HUSB>%)
returns the husbands record id
FAM.WIFE> returns the wife, therefore
=RecordId(%FAM.WIFE>%)
returns the wifes record id
