Personally I use primary for documents which are the originals, for example a Census Image, and secondary for information obtained from an census index. So all IGI information is secondary, until I have seen the film of the parish records.

I use primary for information gained from a B,M or D certificate, where I have a copy of it; or from a census return where I have a copy or have seen a copy; or from a parish record where I have seen the entry.
I use secondary for information which I have not corroborated and which was given to me by a relative who used a professional researcher to get info on his branch of the family.
Information obtained from the IGI I classify as questionable as I have found this information can be inaccurate.
