I've tried to produce a list of all addresses but am unable to do it. If I select Event Addresses it only lists the last address for any individual e.g. the last Resident address rather than all Resident addresses.
What do I need to do?

I presume you are doing a report based on the Census Report ?
The best I think you can do is to add multiple lines for the Event type eg
%INDI.RESI[1].ADDR%
%INDI.RESI[2].ADDR%
%INDI.RESI[3].ADDR%
%INDI.RESI[4].ADDR%
etc
