Flags on all records, not just individuals

Since the FH flags feature is not part of Gedcom specification, there isn't any requirement not to have flags on all Gedcom records. Therefore rather than limit flags to individual records only which seems an artifical restriction, flags should be available for all types of records.

For instance note records could be flagged to indicate the type of content, so it would allow the organising of notes which contain emails seperate from notes which contain biographies. Sources could be categorised by more than just the one type. Repositories could be grouped together under goverment/private organisation. Multimedia could be organised into portraits, groups, places, etc.

Currently the only way the functionality of flags can be used with families, notes, source, repositories is via the Custom ID field and creating a new custom ID for each equivalent of a flag. However support for handling the custom ID field in FH is basic and so not as easy it would be with flags.

Excellent proposal; for example, I'd like to be able to Flag a Family to show I hold the Marriage/Civil Partnership/Divorce documents (where appropriate) rather than the Individuals.
