Is it possible to use the ID numbers you have given everyone instead of those allocated by FH when producing such things as Descendant Outline Reports?

I presume you are referring to Custom Id numbers.
Unfortunately, it is not possible to include those Custom Id numbers in Descendant Outline Reports.
