How do I indicate that someones father was actually the man next door, while the mother was married to his father by name?

I don't whether this is the 'proper' way to do this but I would enter the man next door as a spouse of the mother (a spouse in FH is not necessarily a person they married) and then enter the child as issue from the man next door and the mother. If you have already entered the child you will have to change the links.

I have done something similar to this, having the same sort of situation with my ancestors.  The only problem is, the child does not appear as a sibling in the half-brothers' records.  Is there any way to show half-siblings?

Also, it is possible to link this child with the mother's husband to show that he brought her up as his daughter?

A Child may have more than one parent family in FH, this means you can include step-children into the family groups as 'adopted' or 'foster' children.  This works well for Tree's especially in 'modern' families.

Thanks, I've done that and she comes up as 'adopted'. But, it doesn't show that she was actually the half-sister of the other children. Is it possible to show this, or should I just add it to the wish list? [grin]
