Is it possible to export a filtered gedcom file that omits the photos of living people? I would then like to use this new file to publish web pages without completely destroying the original FH file.

Just export your file and then open the exported copy
and you can use a Query to show all media links for the living and delete them, alternately, you can add a keyword to all the media which containing living people and then use a media query to find and delete all the relevant photographs.

How do I show all media links of just the living (and not everyone) in order then to delete them?

Assuming you don't have hundreds of media objects attached to each person. Just do a query based on Individuals and add a Column for Multimedia objects and select Individuals where the Living Flag is set and keep seleteing the Multimedia column and pressing delete and then running the query again.

Sorry, Jane, but I'm not an expert with queries and have only used custom ones. Does this require expert knowledge? Any chance of breaking this down into simple steps for me?

If you start by looking at:

it will show you have to build a query, then you should be able to work it out from the instructions I already posted. If not come back when you get stuck.
