What am I doing wrong? When I enter census details and add the image, I do not get any option to link it to each individual.
Can anyone please advise.

You won't the images are attached to the sources, not the individuals. Source images such as Census pages are most commonly attached to individuals via sources, as attaching them to individuals can make reports look very untidy and also means that you need to exclude them from diagrams etc.

The image link is indirect via the Source Citation.
Assuming you are using the preferred Method 1:
What AS does is create Census and other Facts for every Individual you identify in AS for the Census Return.
Every such Fact has a Source Citation that links them to the one Source Record that holds all the details you entered in AS about the Census Return.
This Census Record is linked to any Multimedia Record(s) that you add in AS as Image(s).
If you wish you can use FH to add other links to these Multimedia Records wherever you want them.
