I wonder if it could be possible alter the ID designated to each entry?
I have only entered a few census returns using Gedcom census and sometimes made a mistake!!( So there are gaps in the IDs) I wanted to do a Test run with AS only to find that the new ID was consequetive to previous Gedcom entries.
I wonder if you could possibly consider enabling a facility whereby we could enter our own IDs.

I really wouldn't worry about gaps in the IDs, this is perfectly normal and nothing to worry about.
However, if you're particularly bothered then Family Historian has a facility to renumber the identifiers. I don't have Family Historian here to check but I seem to remember its under 'Work with Record Identifiers' which may be under the Tools menu?

It is not the ID for the individual but the ID for the actual Census return? Admittedly it only bothers me because it seems untidy!!

If you mean the source ID then the Tool Nick already mentioned can renumber them as well.
