Linking Images: Query

Only a single occurrence of this, but your advice / input would be very helpful.
Sequence:
- add first image and save
- add people
- select second image (selecting a new un-saved file) but forget to save!
- add remaining people and create autotext
- save census entry
- warning message that second image has not been saved
- select cancel
Observations:
- Selecting cancel made the entire census data disappear in AS (i.e. the people list goes blank as if the census entry has been saved to the gedcom)
- FH reports the gedcom has been changed.
- Later re-entry of the same census entry showed the first image does not appear in the window of saved files, although the file has been renamed.
My assumption was the census entry had been put in the gedcom (as FH reported the gedcom changed). However, my recovery actions mean I can't confirm that, so will leave you to confirm either way.
Queries to you::
(a) Is selecting cancel in the above circumstance designed to cancel the entire census entry, rather than just return control to the user (to allow saving the second image)?
or...
(b) Is this a glitch, and was the census entry saved even though cancel was selected?
and...
(c) If (a) is true, would it be better to just return control to the user to allow the save?
