I wish to record the marriage of two cousins already registered with Id numbers. But the system seems only to give an option to provide an additional Id for a person chosen as spouse. Can I use the two Id's already registered? [confused]

Yes. you can.
First select the record of one of the cousins. On their property box click on add spouse. It then asks whether you want to link an existing person, the answer of which is yes in your case. Then choose the second cousin.
