I am trying to find out exactly what I am allow to 'publish' / make available to others in which particular situations.

Information that actually sets it out is very thin on the ground.

Thanks for the reply John.

I was aware of the legislation pages from the Victorian Government. I was looking for a page somewhere that some genealogist has connected the dots and worked out what it means already. Very surprised that it doesn't exist.
