Sometimes you only know that an event, residence or occupation happened AT a point in time eg you know x was living at that address in 1854, but dont know whether they were there before or after. Later you may be able to add a period, but in the interim it would be useful to have a date range as 'AT' as well as from, and to.

I normally put just a simple date rather than a range in this case. In the same way as I do for a birth.
