Recording Census Data in FH

Can anyone provide guidance as to the most appropriate method of recording census data?
I am aware of the census tag for individuals and also for families, but I am unclear as to which ought to be used, and the impact of using both would have in subsequent query writing.
I would have expected that the family census tag would allow me to record all the family members present in the household at that time - not just the parents, but this does not appear to be the case.
Also, for the individual record, I would want to record (as it does in the census) the relationship between the individual and the head of the household - son, daughter, mother-in-law, servant, etc.
On the reporting aspects, I would want to be able to create a query which would, for a selected address / place, and census date: report all individuals present, ages, relationships, etc. (as per the census return.) [confused]
