As a general suggestion. Most County record offices hold the census information for thier own county and the surrounding ones.
Also the LDS centers also either have them or can order them.
The 1891 Census is online with ancestry.com, but is expensive as you need to make a 1 off payment. I can't give you more specifics for Penzance, but maybe another visitor will.

The census returns for Penzance are held at the Cornwall Centre, part of the Cornwall County Record Office - website;
http://www.cornwall.gov.uk/cro and from there go to the link 'tracing your family history'. You may also want to visit
http://west-penwith.org.uk which contains useful information and with links to a number of sites where census returns are beginning to be made available on line.
Good luck

The 1881 is on line at
http://www.familysearch.com
I have a subscription the the
http://www.ancestry.com site which has search facilities for the 1891.
I *could* be persuaded to make a lookup or two (for the 1891), the 1881 you do yourself .

Have you tried
http://www.freecen.rootsweb.com
as they are trying to put all the censuses online for free a bit like the FreeBMD website.
They have all of Cornwall for 1891 apparently and about 89% for 1841 Census. For other counties and years check their database coverage.
