US Immigration entry query

Does anyone know why there is a date stamp of July 12 1938 on William Henry Inman's 1903 entry into the US, and what does the writing next to it mean?

Perhaps it is the date he died or when he was given naturalized citizenship ??
The writing seems to refer to some event in Washington.

Thanks for the suggestions. Strange thing is that I've found his & wife's US Census entries in 1910 & '20, but nothing for '30.
