Interesting remark on Birth Certificate

Because I only have the reduced size version of my own Birth certificate I sent for the G.R.O version and found an interesting remark in column seven under my fathers name and address as informant. This reads 'as per declaration dated 12 January 1940'. The date of registration is 15/01/1940. I've asked my father if he remembers anything about it but at 89yrs of age , it's asking a lot.
I did wonder if it was because he was in a 'protected occupation' at the time or is it simply that Mom and Dad were living with his parents. My actual date of birth was 17/12/1939. Any ideas please.
