Family Plaque-Can anyone help?

I have a metal plaque which has come through the family but we do not know the person mentioned on it.Can anyone give me a clue as to where to go for help?
I have attached a picture of the plaque and a transcription of the wording.

PHILIP PLANTAGANET PEARSE ESQ.
This Gentleman Was Attached To An Italian Embassy And Was Distinguished As The Plantagenet Equerry. That He Was So Honored May Be Learned From The Motto Of Those Roman States. Which Is Placed Over The Arms. S.P.Q.R. Meaning.Senatus Populus Que Romanus That Is To The People And Senate Of Rome.
