I ran the plug in check against versions etc in Plugin store and 'Find Duplicate individuals ver 1.6 Tatewise.' is not in the store ?

That is correct.
Mike's plugin is a 'Work In Progress' and as such, will not appear in the store until finalised and approved.

You can download this prototype Plugin at Find Duplicate Individuals V1.6, but note that it is still under development.
