I have a family and want to add a lodger for 1861 census. I can see how to add this from scratch but this person was already added as a child (my mistake in V3) and I have broken the link. Can I add this unrelated individual that was already linked to an existing family?

When you broke the link, the Individual Record for the mistaken child was not deleted (unless you deleted it?).
Therefore, it should still exist (although now orphaned), and can be linked to the Source Record for the Census.
May I recommend you use Ancestral Sources for entering Census records (and also now Baptism and Marriage records).
It makes the whole task a lot more streamlined.
