This feels like a really stupid question -- how do I get the fact label (not tag) programatically?

Welcome to the FHUG.

You need to use the LUA API fhCallBuiltInFunction to call the FH =FactLabel function with a Fact pointer parameter.

Note that fhGetDisplayText and fhGetItemText will include the Fact Label for Fact items.
