First Individual does not have lowest Record Id

I'm asking this question out of curiosity not because it is particularly important.
I am running a loop through individuals starting with the usual MoveToFirstRecord. Now I expected this first record to have Record Id 1 but in fact their record Id is 117. I looked at the GED file and indeed the individual with record Id 117 is the first one listed in the file and before the question is asked there are numerous (probably 116) individuals with lower Record IDs.
For information I recently renumbered the file starting, with the root person and then their ancestors, but I made the obviously wrong assumption that the order of the individuals in the GED file would follow. Can someone explain why that has not happened.
