I am a new user to FH, but have made contact with a family member in Canada. I have sent a GEDCOM file of my project so far which contains just over 200 family members, but she has indicated that what she received did not contain photos/documents etc. attached. What am I doing wrong.

Welcome to the FHUG.
That is correct. The linked Media photo/document files are stored in the Project folder but external to the GEDCOM file.
So to transmit the whole Project will require the GEDCOM file and all the linked Media files to be sent.
That requires a lot more than can usually be sent by Email, so you need to think about the transmission method.
Furthermore, the GEDCOM & Media file formats need to match the genealogy product used by your relative.
There is an Export Gedcom File plugin that performs the reformatting needed by most popular products.
Please tell us what product your relative is using and we can discuss ways of copying your Project to her.
