I have a Submitter record defined in FH6. In my Header Record, that record is chosen as the Submitter.
But when I xport to a GEDCOM file the Submitter (SUBM) record is missing (which I understand is a required record in a valid 5.5 GEDCOM file).
It makes no difference whether I check/uncheck the "Exclude Submitter" option on the export dialog screen.
FYI, here is the beginning of the exported GEDCOM,

Yes, it does that if you leave Exclude Unconnected Records ticked, and may be that is a bug.

You are correct, sir!
I unchecked the Unconnected Records option on the export dialog, and sure enough it created a record in the header section, along with the corresponding record.
And, yes, that does seem like a bug...

I have investigated a bit further.
The Export > GEDCOM File command disregards the links in HEADer records to both Submitter and Submission records. So, if Exclude Unconnected Records option is ticked, and the only links to SUBM and SUBN records are those in the HEADer, then those records are excluded (by mistake). I will report that bug to Calico Pie. If that option is unticked, the links and records are retained.
The workaround is to use the Export Gedcom File Plugin that not only handles those linked records correctly, but also adapts the Gedcom file dialect and Media files to match many popular genealogy products. It has an option to exclude the HEADer link to the SUBMitter record where the target product does not support it, but the SUBM and SUBN records are always retained.
