Yes, rating is to crew as rank is to officers. At a guess I'd say Acting Engine Room Artificer 4th class, but I may be completely wrong!
The second ship is HMS Tenedos. See
http://en.wikipedia.org/wiki/HMS_Ganges_(1821) which says: 'HMS Ganges was an 84-gun second-rate ship of the line of the Royal Navy, launched on November 10, 1821 at Bombay Dockyard, constructed from teak. She is notable for being the last sailing ship of the Navy to serve as a flagship, and was the second ship to bear the name...... In 1906, she was renamed HMS Tenedos III, then moved to Devonport to become part of the training establishment HMS Indus; on August 13th, 1910, she was renamed HMS Indus V.' So the sailor in the record would have been based in Devonport.
