Missing GRO Birth Entry?

Firstly, apologies that this is a rather specific request, but I'm struggling with this one and someone here might have bumped into this sort of problem before.
I have an entry for an Arthur Frederick Miller in the Ancestry Christening records, giving his birth as 30 Oct 1895 and christening as 17 Nov 1895 St Anne Soho, Westminster, London. Parents are Charles William and Miriam Sophia Miller (my gt grandparents, I have their marriage cert, and the birth certs for some of Arthur's siblings).
I also have Arthur in the 1911 census with Miriam (now a widow) and two sisters. I think I also have him in hospital in the 1901 census, but nothing to positively link him to his family (I have the family in 1901, Arthur is not with them).
What I cannot find is an entry in the GRO birth index on Ancestry or FindMy Past or FreeBMD, so that I can get his birth certificate.
Can anyone suggest where else I might look, or suggest why he might not be 'on record'.
