Census in England and Wales

Who technically is the author of the various census surveys in England and Wales.

I guess ultimately the data is Crown Copyright and that currently that data is managed by the ONS but which departments or gov't offices were responsible for each of the main ones since 1841?

Well, the RG in census references refers to 'Records of the General Register Office, Government Social Survey Department, and Office of Population Censuses and Surveys', so I guess it's them.

And HO in the 1841 and 1851 census is the Home Office.
