Prison/Police records

We've just found some  records for 1841 and 1892 that indicate a family member as being a Jailer(or Gaoler) and/or Policeman either in Millwall or Pentonville prisons but we never find him on a census which seems odd given that covers 6 census'.  Does anyone know where we can look at Prison Officer or Police Officer records? I believe in the 1800's there was no such thing as a seperate Prison Service but would appreciate any info to support or contradict this.

ps It has not escaped us that he could have been in prison as a guest of Queen Victoria and that his wife was covering up the fact - but unlikely for 6 decades!

I just dug around in Google and FindMyPast.

It would appear that not only Prison Staff but also Prisoners appear on Census Returns.

This Hertfordshire Genealogy web page lists St Albans Prison Staff from the 1881 Census.
Then looking up Governor John DEAYTON in the 1881 Census on FMP found him straight away.
However, trying to find HMP Grimston Rd using the Address Search was more tricky.
Just entering Grimston Rd Herts on the basic search found nothing.
Using the advanced search and entering Civil Parish St Albans St Peter gave a list that included street Grimston Rd Herts which listed HMP.
Strange that entering Grimston Rd Herts in the Street Name of the search finds nothing!?
