Were armed forces, in Garrison within Britain and Ireland, obliged to complete Census returns for 1841 and 1851 Census?

Yes - though with the proviso that no 1841 or 1851 censuses for Ireland survive (indeed, nothing survives until the 1901).
This is unlike the situation with the 1939 Register (I hope I'm not confusing mattters by referring to it), where members of the Armed Forces who were in garrison didn't complete Registration forms. To confuse matters, any member of the Forces who happened to be caught at home for the 1939 was required to complete the form.
