I have tried all that I can think of, together with various help files but cannot seem to achieve a result.
Is it possible to use the 'face link' facility on a picture that I want to associate with a fact entry ?

The simple answer would appear to be No.
You can use Link to Face via Individual and Family Record Multimedia tab.
Or the similar Link to Detail via Source Record Multimedia tab.
But not for Fact linked Media.
In what way would the Link to Face/Detail for a Fact be useful for you, bearing in mind such Media are NOT displayed alongside Facts in Reports?

One of the first things I am trying to do, where a person was present at a wedding. I have a group photo and the date, place etc, so I was entering it as a custom fact of 'guest at wedding' and wanted to indicate which guest they were.

Personally, what I tend to do with Wedding Photographs is link them to the Family Record for the couple and then do Face links to all the people in the photograph, you can always set the exclude options if you don't want to use it. That way you can use the media report should you need to share the image with someone. If you want to attach the image to the event as well you can just not at face level.

Yes, the Link to Face frame part of the photo is linked to the Individual Record.
Whether it appears at the top of the Focus Window depends on several optional settings mainly on the Multimedia tab and via the Edit button:-
If Exclude from Diagrams is ticked then face frame will NOT appear.
If Tools > Preferences > Focus Window tab Max. Pictures of Focus Person... is less than the Pref number for the face frame, then it will NOT appear.
You can still also link the whole photo to any Facts, but without the face frame feature.
