I have created a Custom Event for this but how can I get it to emulate the fields similar to emigration where 'Place from' and 'Place to' are displayed under the 'Facts' tab of the Property Box?
I have copied the 'code' from emigration but I am only seeing Place from.

Just found Transportation which is probably more correct but I still would like 2 places (from & to) if possible.

I am afraid it is not possible.
The Emigration and Immigration extra Place fields are a special FH non-GEDCOM extension just for those two Facts.
The best I can suggest is to change to defining a custom Attribute rather than Event and use its Value field for the other Place.
Alternatively, you could have two Events: Deportation From and Deportation To.
