Is there a way of changing the list of 'Facts' so that the ones that are not used can be 'hidden' and some of the 'hidden' ones brought to the main list?

Are you talking about the Facts attached to Individuals, etc., or to Fact Types?

Use Tools> Fact Types. In the Fact Set box at the top, select <All>.
Make sure the Show Hidden box on the right is NOT ticked (so you are not seeing any which are already hidden). Now work through the list selecting all the ones you want to hide. You can select several at once. Then click the Hide button. They should then disappear.
If you want to un-hide any hidden ones, tick the Show Hidden button. Then select any you want to un-hide and click the Show button. They will remain displayed when you un-tick Show Hidden.

To control the list which appears on the drop down are controlled by editing the Fact type and ticking or unticking the Fast Add menu option.
