URL cannot use Cyrillic text. URL are strictly limited to A-Z a-z 0-9 and a few symbols.
The display name of a URL can use any text.

Please explain exactly what you are copying and where you are copying it to.

Mike,
That’s rather a broad statemenr! Surely native Russian websites use Cyrillic in their URLs, or were you specifically referring to URLs within FH?

Jan, yes, but notice that there are no Cyrillic characters in that URL.
They are all A - Z 0 - 9 and % which is how Cyrillic characters are encoded in URL.
The web browser address bar translates that encoding into Cyrillic characters but FH cannot do that

You must use the FH rich text Note editor and the Add Link > Add Web Link... option.
Paste the URL into the Web Address: box.
Paste Голицын, Василий Васильевич from the Wiki page title into the Display Text (if different): box.

That will give you a link like this: Голицын, Василий Васильевич

Mike Loney, the set of characters I posted are the URL restricted character set specified in the WWW RFC 1738 & 3986.
Cyrillic characters and other foreign characters are not allowed, so must use Percent Encoding, as in Jan's example.
See What is URL Encoding and How does it work?
