I would like to print a narrative report with the lines double spaced. I don't see line spacing among the format or page layout tabs in the Report Options box.

Sorry, that is not possible in FH.
You need to Save Report As > Word-processor (RTF) and change to double-spacing in a word-processor.

Thanks, Mike. With so many controls available — margins, font sizes and the like — one would think that line spacing and paragraphing could easily have been included.

The RTF solution will work perfectly well, however. I only wanted the double-spaced reports to ease the editing process; single-spaced reports will be fine for distribution.

'paragraphing' can be governed by the <para> code added to Sentence Templates.

I'm not sure I understand your 'editing process' involving Reports as they can't be edited.

I understand that reports can't be edited inside FH7.

I have to edit some of the sentence templates in FH7. I'm nearly finished adjusting the global templates. Unfortunately my RootsMagic data wasn't always entered consistently. Consequently, some facts require local templates. It's easiest to work from double-spaced hard copy. I can read it, mark up what needs to be smoothed or corrected and then make the template changes within FH7.

The <para> code will be useful — thanks for pointing it out.

I generally produce my reports as RTF documents, as they can be edited of course. I typically give them a better header than FH can generate, and tidy up the untidy page breaks that occur now and then. I find Family Group Sheets in particular very useful for proofreading and eyeballing any glaring omissions or inconsistencies. Proofreading generally involves saving as PDF from Word after editing, so I can copy to the Books app on the iPad mini, and scribble on the screen with my feet up on the sofa - much more comfortable than sitting at the desk .

I too save reports as RTF documents then save them as a word document before editing it. This way I move images to how I would like them. I move census images to the full page so they can be readable

Thanks for the suggestions. I'm using the RTF output with LibreOffice. They seem to work pretty well together.
