Splitting Records

I have a GEDCOM file with 5,000 records.
Each time you add a new record, the Records number increases by one.
So I want to go back to record No. 3000 and split the GEDCOM into two files.
The first file will contain records 1 thru 3000
and the second GEDCOM file will contain records 3001 thru 5000.
I see their is "tree splitting" mentioned in the instructions, but that does not apply here.
One way to do this is to save the original GEDCOM (5,000 records) and then delete the first 3,000 records
and then save the remaining 2000 records as a separate GEDCOM file. (Not sure if this is possible with FH.)
Is there a FH plug-in that will allow me to split the records?
