In this report the line beginning "Husbandname and Wifename had the following children:" is always printed on a new paragraph.
However sometimes the line begins "He and Wifename" OR "She and Husbandname had the following children:" and the printed text follows directly after the previous fact.
Is there any way of forcing all of these to begin on a new paragraph.

Yes, that applies to all Narrative Reports.
The paragraph break is actually between the husband's sentences and the wife's sentences.
In the "Husbandname and Wifename had the following children:" case it is simply that the wife has no Individual facts, and thus no sentences prior to that one.
So to get the paragraph, you need to give the wife a final fact that does nothing but produce a paragraph break.
The following is the best way I can think of :-
Use Tools > Fact Types > New to create a custom Paragraph Event.
Set its Sentence Template to <para> to produce the paragraph break.
Set its Normal Time Frame to Post-Death so it automatically comes last (or nearly last).
Untick all the Fields except Date just in case a date is needed to force it to be last (after Burial/Cremation).
Now use Add Fact to add a Paragraph at the end of each wife's facts.
Unfortunately, it does not quite force the "He/She and spouse had the following children:" to start at the margin, as there is always a leading space following the 'invisible' Paragraph fact.
Also other Reports such as Individual Summary Report and Family Group Sheet will have a 'rogue' Paragraph fact.
But that can be eliminated by using Report > Options > Exclude List and listing that Paragraph fact.
