I am a former TMG user. When creating a narrative report in TMG, I liked having the (+) sign only next to children who had descendants. If a child did not have a descendant, there was no (+) sign and pictures would be embedded with the child's name - under the parents only.
In FH I can't seem to get the same results. For example, I have a son, George, who died at age 11. I have a picture of his grave. In TMG George would be listed under his parents with the picture, and no (+) sign next to his name. George would not be listed anywhere else in the report.
In FH with the picture, George is listed under his parents with the (+) sign, and then has his own paragraph later in the report with the picture.
Is there a way to only have children with descendants have their own paragraph/section? And children without descendants are listed under his/her parent, with media?

I guess you are using the Descendants by Generation narrative report.
There is no option for what you have requested.
Have you tried experimenting with Individual Narrative reports?
You can produce a composite report for all the family members, and adjust Options such as Main tab Inc. Children and Page Layout tab Start records on new page.
However, that may still not get close to what you requested.

You might find that if you remove the picture George will not have a section of his own. It depends how many events or attributes he has recorded. This is the relevant section in the Help file:
