To answer some of the questions - "Unexpected conflicted copy in OneDrive (21004)" is not relevant to my issue, that implies two copies that do not agree. In my case it is saying that there are changes in FH that have not yet been saved to the Gedcom file. I don't use Dropbox so that is not an issue...

A workaround if you need Unicode is to open the file first in Notepad, and then save it as a UTF8 file. I didn't say, but the snippet I posted was from an FH Query exported as a CSV file. FH automatically puts quote marks around strings that contain commas when exporting CSV files. I don't have any half cousins in my tree, so don't have an example to see how FH treats that Relationship.
If FH lists them as "Half Cousin" then the simple "Add if" second expression is all that is needed to include them in the query.
